For years, the dominant narrative in AI research has been that while Chinese institutions generated the greatest quantity of AI papers, the quality of those papers lagged behind, and much of China’s research involved applying fundamental advances made by researchers in the United States, Europe, and elsewhere. Indeed, China has long pulled ahead in the sheer volume of AI research, with the five largest global producers of AI research articles being Chinese institutions.24 Despite this quantity, the quality, often measured by citations, has traditionally been higher in the United States, where both academic institutions and private-sector firms are producing cutting-edge research that translates more effectively into practical applications.25 The dynamic for the emerging field of generative AI is different. Currently, China and the United States both publish at similar levels, with China having around 12,450 generative AI publications as of 2023 and the United States having 12,030.26 China has a smaller group of prolific institutions at its publication helm, as shown by the fact that half of the top 10 publishers in the world are Chinese organizations (see figure 3).
